I'm running a vanilla FL server and want to disable the multiplayer death penalty. However, when changing
the freelancer.ini "death_penalty" setting from 100 to 0, still all unequipped items are gone after dying.

Is that feature broken, or did I use it incorrectly?

Try FLHook Plugin 2.0 with Player Control plugin (run Player Control configurator tool ) - it will do what you want.

Maybe your ship has a fuse with [dump_cargo] assigned.

Don't think that's the issue. Death_penalty simply does nothing in this case me thinks.
