Of course it is - can you give an example of one that isn't?

As for FL Hack (v1.54), all I can think of is if its Command line starts with " or the second character is :, it assumes that's the path to an alternative Freelancer.exe and uses that rather than the path installed in the registry. If your Command line is blank, then I don't know what's going on. (Just created a shortcut myself, which worked fine.)
