While I wish you luck with your endeavors, I'm afraid you're going to have a hard time convincing people to work on your mod idea while at the same time having to do most of the work.

You must realize that you not just need modellers, you also need coders, texturers (not all modellers do textures, be it well or at all), writers, programmers with FLHook's popularity... It's no small task, and a dedicated person who'd be willing to start a mod probably would rather work on their own idea.

If you want to see your idea done, your best bet is to get started. If modelling isn't your cup of tea (trust me, it ain't mine either), try out coding. It's fairly easy to understand and you can do a lot with that. If you were to act as leader and do code and concepts, you'd have a chance to attract key team members and get your project realized.
